Marc Pacino, CEO
Mr. Pacino has worked in the Federal Contracting arena for 32 years and with his former firms, (which include: EnviroVision Design Construction, EnviroVision Environmental Services and Aztec Design Engineering) has facilitated the acquisition of over $850 million in awarded contracts, both sole source, as well as set aside opportunities. Mr. Pacino’s exceptional knowledge in Federal Contracting allows him the ability to recognize a client’s “immediate needs” and has given Marc an unparalleled reputation in the Federal Contracting Arena. Creating and maintaining relationships is one of Mr. Pacino’s strengths. In the Federal sector a firms relationships are one of the most important factors in the contract procurement process. As Mr. Pacino stated “If you can’t get in the door to meet with the contracting officers, or they do not know you on some level your success in getting the contract is almost impossible”. Pacino’s access to senior contracting officers and construction directorates from various federal entities has been shown repeatedly.
Marc Pacino started his federal career back in 1972 after serving two tours in Viet-Nam with the Americal Division’s 198th Lt Infantry Brigade-Chu-Lai, South Viet-Nam. While overseas Mr. Pacino was recruited by the US Army Engineering & Construction CE, US Army Support Thailand USURSUPTHAI-(United States Army Support, Thailand).Construction-Civil Division.

Civil-Construction, Base Operations Contracting Division. His position started as contracting specialist leading to a full senior contracting officer positions.
Upon completion of overseas duty Mr. Pacino, developed EnviroVision Environmental Services, Inc, and Madrid Engineering, Inc. Within one year Mr. Pacino assisted in the development of it’s sister company Aztec Environmental Remediation, Inc. which was an “Emergency Spill Response” municipal, and hazardous waste remediation" firm focusing on federal, state, and municipal service contracts.
After performing services in the Midwest (Chicago), NY, and the SE regions of the US, Mr. Pacino decided to focus entirely in the federal contracting arena. This was brought about by the SBA Small Business Programs, and the DOD Mentor-Protégé system, as well as the Department of Defense’s federal contracting division taking an extremely strong interest in Service Disabled Veteran Owned Small Business (SDVOSB). In 2005 many of the federal military agencies such as Naval Facilities Engineering Command (NAVFAC), USACE (US Army Corps of Engineers), USAF, AFCEE, and many of the federal contracting agencies have started to focus on new Base Realignment and Closure Programs (BRAC) which specifically utilizes minority set aside contractors, and specifically Service Disabled Veterans to fulfill their Affirmative Action percentage quotas. The SDV contractor stands at the very top of the selection board due to the extensive lobbying that the Dept of VA has performed over the past three years.

Rudolf (Rudy) Lancaster, Director of Construction Management
Mr. Lancaster possess 38 years of Construction Management experience. Throughout his career, he has performed construction tasks as a Journeyman, Construction Manager, Superintendent and Quality Control Manager on hundreds of facilities. He is a certified Contractor Quality Control Inspector by the U.S. Army Corps of Engineers. All phases of construction and architectural design have been supervised by Mr. Lancaster during his career. His responsibilities have consisted of city plan check clearance, inspections, scheduling of all sub-contractors, Civil Engineers, and Land Surveyors. The duties performed during this period include daily correspondence with city and state governmental agencies concerning final phases of each construction project. Handling change orders and change order specifications in relationship to architectural designs and financial disbursements. The conducting weekly Building & Safety Meetings on all site projects. Maintaining daily log books and photographs of each job site, documentation loges as instructed. As Superintendent, with all employers, responsibilities were to construct, plan, and supervise each project to necessary codes and regulations. Handling all legal aspects of each project per contract specifications and met contracted deadlines.
Rudy has experience in dealing with the day-to-day administration of labor, materials and tradesman scheduling. Final phases of all projects to work with all local and state officials in assisting owners to obtain occupancy and bring smooth closure to each project.
